Vision for Lee's Summit

Beto first ran for City Council to bring steady, practical leadership to City Hall — leadership rooted in listening, collaboration, and genuine respect for the people who call Lee’s Summit home. As Mayor, he’ll build on that foundation, guiding our city forward with a thoughtful, long-term vision that strengthens our momentum while preserving the charm that defines our community.

Attainable Housing

Lee’s Summit is a community where people put down roots, raise families, and stay connected across generations. Beto believes there’s no one-size-fits-all approach to housing — and that our strength comes from offering a range of options so seniors can stay close to family, young people can afford to begin their lives here, and longtime residents have choices as their needs change.

At the same time, Beto understands many neighbors are concerned about how and where new development happens. He believes growth should be thoughtful, well-planned, and compatible with surrounding neighborhoods — with the infrastructure, design standards, and quality residents expect.

To support attainable, community-minded housing, Beto will work to:

  • reduce unnecessary red tape for local homebuilders who are investing in our community
  • support responsible development policies that prioritize neighborhood fit and infrastructure needs
  • lower excessive development costs so homes remain attainable for residents and families
  • Beto’s goal is simple: a Lee’s Summit where people can afford to live, stay, and thrive, without losing what makes our community special.
Economic Development

As a Council Member and Mayor Pro Tem, Beto has helped drive new commercial and industrial investment in Lee’s Summit, attracting employers that support our local workforce, strengthen the economy, and broaden the tax base.

His leadership has supported projects that enhance everyday life for residents, including new restaurants and retail, the Green Street Market development, park improvements, and a new community center that will serve families for years to come.

Beto believes Lee’s Summit can continue to grow while preserving the character that makes our community special. His priority is pursuing smart, balanced development that creates jobs, supports small businesses, and improves quality of life for everyone.

Public Safety

Beto has consistently supported our local first responders and worked to ensure our police officers and firefighters have the resources, training, and staffing needed to keep our community safe. The City of Lee’s Summit has strengthened public safety by investing in life-saving tools and modern facilities. Those investments include expanded drone capabilities for emergency response, a renovated South Police Substation that improves coverage in our growing southern area, and a new Joint Operations Facility that brings police and fire together to coordinate emergency management and response.

His commitment to public safety has earned him the endorsement of both the Lee’s Summit Police Association and the Lee’s Summit Fire Association — a reflection of the trust and partnership he has built with those who protect our city every day.

As Mayor, Beto will continue to champion effective, sustainable public safety efforts that:

  • offer competitive wages and benefits to new recruits
  • improve access to mental-health resources for public safety professionals
  • ensure quick and reliable emergency response times
  • maintain new facilities and invest public safety resources responsibly
 
Local Infrastructure

As Lee’s Summit grows, we need a leader who understands how infrastructure decisions shape our future. Beto has helped advance major road and safety upgrades, including the completion of the Northwest Colbern Road Improvements Project, a $30 million overhaul that widened lanes, improved drainage, added sidewalks and roundabouts, and replaced a key bridge to enhance safety and mobility in one of the city’s fastest-growing areas. He also supported improvements to the Third Street Southwest corridor, strengthening pedestrian access, traffic flow, and connectivity into downtown.

As Mayor, he will build on that progress by:

  • reducing congestion and improving traffic flow across the city
  • widening high-impact roadways near neighborhoods and schools
  • planning new water and sewer access points to support responsible growth
 
Stable Leadership

Beto has served Lee’s Summit with steady, results-focused leadership since his election to the City Council in 2018. A strong advocate for smart growth and fiscal responsibility, he has helped guide major initiatives in public safety, infrastructure, and regional collaboration during his service as Mayor Pro Tem.

Beto’s leadership extends beyond City Hall. He has served on the Lee’s Summit Planning Commission, worked closely with the Lee’s Summit Chamber of Commerce, completed the Leadership Lee’s Summit program, and remains an active member of the Lee’s Summit Rotary Club.

He also represents Lee’s Summit in key regional leadership roles. Most recently, Beto was appointed by his peers to serve as Chair of the Mid-America Regional Council (MARC)—an organization that provides a forum for the region to work together to advance social, economic and environmental progress.

Beto also serves on the St. Luke’s East Hospital Board, the Missouri American Water Advisory Board, KC Common Good, Hope Network, and as President of the Guadalupe Educational Systems Charter Board.

In each of these roles, Beto focuses on turning collaboration into real progress—strengthening public services, supporting economic opportunity, and delivering meaningful value for Lee’s Summit residents.

Together, these experiences have prepared Beto to serve as a thoughtful, steady, and trusted leader for the future of Lee’s Summit.
